Joe: you are right , the city collector series were reissued starting 1999. After, of course, when the 99 series city mug was out ( Collage Series ) and the 99 State mugs ( 4 mugs only) by which both were made in China. Why not earlier? because of the 97 Series (State of Bean 97) and the very few and not so famous 98 series. SO, in 1999 the reissue was then started again and same as the original, made in Thailand. The reissue of city collector was mostly worldwide and not US city collector series. To see a 94 original (world) is quite rare and should collectors are really looking for them. The reissue of the 94 will continue...on and on. England 02-up and Rastal 02...indonesia 03-up, mex 04-up
What actually triggered the Reissue was the first opening of the first starbuck in the most populous country in the world (CHINA) in 1999.
Are mugs only created after the store is in place.?
Actually yes and no.....safe answer
It all depends on many things.
example 1: Manila mug was Made in Thailand 1994.
But the first store in the country didn't open until Dec 1997. how long was the wait 2-4 years.
example 2: China opened its first starbuck in Beijing in 1999
mugs were created starting 2003 or earlier.
My 2-cents: Most of the City Collectors Series 94's were back dated to 94. Meaning they were not really made in 1994. The earliest Starbucks outside of North America opened its door in 1996 (Japan and Singapore).
